Citizen Asset. A framework for public-community collaboration

This report gathers reflections that come from having participated in the elaboration and implementation of participation policies in the Barcelona City Council between 2015 and 2021. During this period we produced a public policy for the promotion of urban commons called Patrimoni Ciutadà (“Citizen Heritage”).

It is based on an idea that we developed in dialogue with this public policy: municipalism is not only the public action of local governments, but a process of democratization of political life that exceeds the institutional sphere. We defend a non-state-centered municipalism that goes beyond mere delegation and representation.
